This is a guide to accepting recommendations for candidates for the professional committee of the National Science and Technology Advisory Council.

The official letter and detailed information of the Ministry of Science and ICT are shared as follows and attached, 

so if you wish to recommend candidates, please fill out the form of the expert committee candidate and reply by next Friday (10/28).

As the term of office of members of the seven technical committees under the National Science and Technology Advisory Council in charge of R&D budget allocation and adjustment expires on December 31, 2022, we would like to reorganize the professional committees as attached, so please recommend a reputable person in the field below.

A. Recommended fields: 

   basic science, ICT/SW, machinery/manufacturing, materials/nano, space/air/ocean, construction/transportation, 

   energy/resource, environment/weather, life/health/medical, agriculture/fishery/food, defense, economy/management, others

B. Recommended personnel:

   Recommendation of up to two persons in the same field by department and academic society ( association, organization).

C. Recommendation period: November 4, 2022 (Fri) by 18:00 

    (*After collecting and selecting candidates by 10/28 within the association,

D. Submitted documents: 1 copy of each of the recommendation form and the candidate's self-prepared form.

E. Submission method: Email and in an official letter.

F. Request for cooperation

   - The official letter shall be addressed to the Ministry of Science and ICT, 

      but mailed to the Business Coordination Strategy Center of the Korea Institute of Science and Technology Planning and Evaluation.

   - In the case of recommendations from the association, please recommend them to the Federation of Science and Technology Organizations.

   - Recommendation should be made after verifying the reasons for exclusion and violation of research ethics.

[Planning to form a professional committee]

A. (Composition) It consists of not more than 20 members per specialized committee.

   - Recommendation of candidates for expert members from ministries, academic societies, industry-related associations, organizations, etc.

   - Securing continuity of the operation of the Committee with an appropriate scale (approximately 1/3) consecutive terms

B. (Standard) R&D/Practical experience, achievements, expertise, etc. in the relevant field

   - Recommended qualifications: At least 15 years of practical experience in the relevant field (or at least 7 years of R&D experience), 

     at least an assistant professor in the relevant field of the university.

[Qualification conditions and reasons for exclusion]

A. Qualification conditions
  - person who has at least 15 years of practical experience in the relevant field;
  - person who has at least 7 years of R&D experience in the relevant field;
  - person who is an assistant professor or higher in the relevant field of the university

B. Reasons for exclusion
  - public officials of the central administrative agency under their jurisdiction and employees of the specialized institution under their jurisdiction
  - person who has an interest in the results of budget allocation adjustment for national R&D projects;
  - person who has been restricted from participating in national R&D projects pursuant to Article 11-2 (1) of the Framework Act on Science and Technology;
  - person who has a history of being restricted from participating in the evaluation committee, or has been evaluated by the government and related agencies as being dishonest or unfair;
  - person who has been commissioned and worked as a member of the same specialized committee at least twice in a row;
  - person who falls under Article 33 of the National Public Officials Act (Reasons for Disqualification)
  - member of a political party according to party law
  - person registered as a candidate for an election conducted under the Public Official Election Act.
  - person of multiple nationality and a foreigner pursuant to Article 4(2)7 of the Decree on the Appointment of Public Officials.
  - Other experts who are likely to harm the fairness of budget allocation, or persons who do not meet the basic qualification requirements.
